CITY-WIDE MASTER PLAN, ECONOMIC DEVELOPMENT/INDUSTRIAL DEVELOPMENT
AND CENTRAL BUSINESS DISTRICT (CBD) REVITALIZATION

The LA Group’s professional relationship with the City of Glens Falls began with the development of a non-traditional Citywide Master Plan including strategies for economic development, industrial development and parking and transportation. Also included in the scope of services was the assessment of the City’s existing infrastructure, building stock, telecommunication capacity and future requirements, environmental issues, housing and an analysis of the financing and operation of the City’s Civic Center, as well as the development of a GIS database.
The plan provides for a focused look at the City as a whole, identifying the community’s strengths, weaknesses, opportunities and constraints, as well as providing for and describing very specific, block by block, planning strategies for redevelopment, revitalization and/or neighborhood stabilization. An extensive public outreach process was also formulated that went well beyond the traditional one or two public meetings/workshops.
Included, as a primary component of each section of the Master Plan was a detailed implementation strategy. To support and logically organize each set of Plan recommendations, an action plan was laid out that prioritized the necessary steps to be taken to successfully ensure that the individual recommendations are fulfilled. An action plan and matrix was developed for the general City-wide recommendations, specific City-wide recommendations, general CBD recommendations, specific CBD recommendations, City-wide traffic recommendations, and economic development recommendations. By including this approach to implementation, City officials are now in a better position to take the necessary and logical “next steps”.
The City has already taken action on numerous recommendations offered in the Plan. The LA Group has continued its relationship with the City through the numerous urban redevelopment projects we've implemented. We have created an inviting and safe urban environment by incorporating pedestrian and vehicular circulation; lighting; sidewalks and curbing; traffic signalization; landscaping amenities; signage, etc. Central Business District improvements include Glen Street, the Farmer’s Market, Warren Street Corridor, Centennial Circle, and the Glens Falls City Hall.
