Scope included analysis of existing conditions, infrastructure, regulatory controls, market demand, program development, concept design, infrastructure strategy, economic feasibility, and analysis of construction, operation and maintenance costs.

Environmental analysis included topography and slope, hydrology and surface water resources, vegetation, wildlife, wetlands, endangered species, climate, solar orientation, historic and archaeological potential, views and vistas, land use and unique site features.
